    how would you repair this

The tire, Conti SportContact 26x1.6 (42-559) wire bead. The cut doesn't go all the way through, just fill with vulcanizing rubber cement?

If it will not close with super glue, fill with a bit of Shoe Goo.

Rubber cement will do nothing but collect grit.
The trouble with common sense is it is no longer common

It's my commuter. My roads are bad, lots of glass and crashed car bits everywhere for 23 miles one way. Sometimes I can't move out, due to traffic, and have to hold my line. I think sealing it up is a good for some extra protection, hopefully. It's a big cut, over half inch, and I don't want something working it's way in over and over again. I do have a nail puncture too, which I will boot with Gorilla and fill with super glue too.
