Change tire size = change tube size ???

I feel funny asking this thinking I should know but I don't.
I changed tires on my wife bike,(small) from 24" 1.95 Maxis mtb tire to 24" 1.75 Kenda slick.
I change my tires all the time without changing my tube but for some reason her tube seemed large for this tire. It worked...I put it on and inflated it. Even rode it around the kitchen and bunnyhopped with it.
Just didn't want to send her off down a hill with tires that may roll off...or do I ..hmmmm

    Thanks
