    Weird adjustable stem

I just pickup a 1999 Specialized Hardrock that is in very good original condition. It has an adjustable stem that is a kind I've never seen before.

Can anyone tell me what this is and how it works.

    Thanks in advance.

There's a sleeve inside the stem clamp that is angled so that you can loosen the stem top clamp and stem clam bolts, and rotate the stem so that arrow to the high or low position (or somewhere between) and tighten it down and it adjusts the stem rise angle and bar height. I couldn't find the info on how much angle variation is available, but it's likely about 5-6 degrees
