Looks like a 97+ year...components hard to tell from the pics, but looks liek a mich mash of nice and terrible. I'd say someone bought it as a frame and built it up.
Looks like aftermarket brakes and derallieur (look like Pauls?), Judy Xc forks.
That seat...ugh! the barend "look" cheap but you never know, and cant see the bar/stem/shifters so no idea.
Need better pictures to know more.
All the gear and no idea.

Someone tried to do a nice job for sure.

Brakes are Avid Tri-Align V's, nice brakes.

Agreed RD is a Paul or similar CNC era creation.

Seat cover has GOT to go. Bar ends, yeah, they look like a cheesy after thought like the seat cover....

OK so it is when they moved to the curved seatpost, so 97 or later (but not a boomerang as they are different), it has a made in tawain sticker, I wouldn't imagine someone put that on, but you never know. Find the serial number, if it starts with a letter then tawainese for sure. So probably an lts-2000 or 3000.
Parts, well looking not much original if bought as a bike, so you can see the parts better than we can, so components level is whatever is on there.
All the gear and no idea.
