Roughly 10 degrees if the mountains are clear , at the current point of about 8000 feet. It can be clear in town and snowing in the mountains so you just kinda have to look up there the morning you ride. When I ride up there in the snow I never wear more than a gore windstopper jacket so if you have something similar that should be more than enough.
+ a smartwool beanie under your helmet helps

First time I did TWE from Burro it was around 40 at the top of the pass, around 65 at UPS and 95 at the river. So, yeah, bring a windbreaker at least and possibly a light fleece, depending on how easily you get chilled. Just make sure you have pack large enough to hold that stuff when it starts to get warm and you have to shed those extra layers.
