Try Hujsak in Wimberly. (Pronounced "HI-sack," I believe.) I've heard great things about his work.

ah, it's SEM not SIM :P

called Hujsak and they referred me to SEM in SA, saying they don't do custom paint jobs anymore but that SEMS was great, but i couldn't find the website until now when you pointed out it was SEM. thanks

There is always Juan Deleon http://www.bikevato.com/introduction.htm
My LBS just finished building up a customer's bike that was painted by him. It was an old road bike, and he did a good job with the flames.
