Is 1.5" worth of spacers and steerer tube between the stem/headset safe?

I like what few teeth I have left right where they are and I'd also like to avoid warranty issues.

As long as the steer tube is long enough, no problem.

If the steerer ain't carbon, no problem. 30mm is the limit for a RockShox World Cup, if I remember correctly.
