To set the bolt on my wellgo pedals, The Zinn book says "Tighten down the bolt" and is not more detailed.
After lifting the dust cap on my cheap Wellgo Pedals, I can see the bearings. I added a little grease. The first time I just made it so the cone touched the pedal bearings. They turned smoothly, except it seemed to me the bolt holding the cone to the bearings would eventually work its way off, because it is so lightly screwed onto the bearings,. Also, there was a small amount of play that allowed the pedals to click away from the crank arm. Like it could move back and forth a couple mm.
So I opened it again and tightened it down as Zinn says. It still spins freely, but I have a clicking from 'somewhere' down there.
