Turners site lists the seat tube angle at 73 degrees, but what would the effective seat tube angle be with front and rear suspension sag?

For reference, specialized lists their FSR 29r at 71 degrees actual but 74.5 effective.

Well that's just silly. If the sag is setup evenly, the only variable that is changing is bb height.
Wheelbase changes too. :) The effective measurement has nothing to do with sag, it just means that the seatube does not attach in a traditional fashion to the bottom bracket--e.g. the seat tube is offset or bent, usually to gain some tire clearance. The 71 degree measurement is the actual physical angle of the seat tube to horizontal. Because the tube is bent/offset the total effect is that the saddle position is (effectively) the same as if the bike had a traditionally attached (and very steep) 74.5 degree seat tube.

Because Turner uses a traditional, straight, welded to the BB seat tube, 73 degrees is 73 degrees.

Bet that's clear as mud...
