It seems okay, but not complete. It appears that you still have to choose a driver (such as a Buckpuck or bFlex), mounting bracket, battery (batteryspace.com) and wiring harness.
The regulator they have shown on their website is a linear regulator, which is going to be much less efficient (less battery life) than a switching regulator, like the ones I've suggested above. Their regulator also doesn't appear to be adjustable, which is a *really* nice feature to have. Quick calculations show 70% vs 90% efficiency.
But the biggest shortcoming is probably the lense. It looks like it's a wide angle lense, which won't give you enough spot at high speeds.
If you're not picky, or you have a spot on your head and this flood on your bars, it seems like an alright kit.
