Shock mounting questions w/ pics

Putting a 5th Element on my 67. Nobody has the spacers in stock, so I was messing around with stuff in the garage and found that these nuts plus 1mm washers made a perfect fit. Anything wrong with doing this? For the front, the spacers that came with the frame fit perfect. Can the shock be TOO tight? I tried to compress the shock by setting the swingarm on the floor and pushing down, and I can't get it to move more than 1/4 inch. There's no air in it or anything.

Also, the ring in the pic that came with the shock (right next to the eyelet) moves around. Is this ok? The shock is really snug in there, I just don't know if it can be too snug or not. What should the eye bolts be torqued to? This is my first bike build so sorry for all the questions. Thanks!

Another pic so you can see the front. Those are aluminum spacers that came with the frame.
