Reba RL won't travel more than 60mm

I have a Reba RL 26" since brand new on my Carbon Anthem. I have not been happy with it compared to my old Fox. It has alway felt stiff and progressively hard near the top of travel. I never fully understood the pos and neg chamber thing either. So today I start doing dome reading and was trying out different setup approaches and realized that I could not get more than 60mm of travel (its a 100mm fork) I dumped all air in both chambers and could not move it more than 60mm. I watched the bike come out of the box at the LBS and have the blocks to convert the fork to 80mm so I know the fork was not messed with since the factory.

    Any ideas?

Probably you had oil migrating from damper to lowers causing hydro-lock.
If you search this forum you'll see this is not very uncommon, but very easy and cheap to fix as you just need to open the fork and change one of the o-rings in the bottom part of the damper assembly.
