question about lower leg removal on rock shox tora

I had to remove the lower legs on a brand new Rock Shox Tora (the dust seal was not iin place, and I wanted to fix it myself). When I should install the legs back on, I noticed that the oil filled rebound damper shaft did not have much resistance in it. I could pull it all the way in with my fingers, and it did not pop back out again, as if all the oil was gone. Reading the servce manual, I did not get the impression that removing the lower legs should drain out the oil, so I wonder if anyone knows wether or not this is the case.

Hope anyone can help me with this.
    Thanks in advance
    Ole
