Monarch Plus Debonair RC3 - Lockout not working

I just finished the first full rebuild of the damper on my Monarch Plus Debonair RC3 (Evil Insurgent) and the lockout it not working. It's very firm but not as firm as prior to the rebuild. I suspect I either underfilled the damper or it's just a bad bleed? Thoughts? Any tricks to diagnose or improve the bleed process?

    Thanks,
    wayne

Pretty awful shock, so not much loss if you have killed it.

Take shock off the bike, let air out, set rebound to 100% slow.

Compress shock fully and let it bounce back.

You should get smooth full return.

What happens when you do this?
