Yes...it's closed from 191 all the way to Cherokee as of today...But you can go up BC road or 151 and get pretty close to either.

Is that due to weather or are they doing some road work?

I'm pretty sure due to weather. Lots of icing up there recently. Parkway is also closed from Bull Gap to I'm not sure how far north, but definitely past Mt. Mitchell.

Only scheduled roadwork on this end is from Soco Gap (US19) to Cherokee.

As of today (12/30), parkway is open from 191 up to what I think is Big Ridge parking overlook, MM 403.6. It might have been Stony Bald overlook at 402.6. Whichever one of those has a gate near it, a mile or two before you get to 151.
