    The TSA says they should go in carry-on, not checked baggage:

    TSA: Safe Travel with Batteries and Devices

    They say it is because it is easier to keep an eye on them, in case something goes wrong.

    With batteries and all those wires, you might have the bag inspected - but I'm amazed at how my chargers, GPS and stuff get passed through x-ray, so maybe not.

    Flying out of Beijing last month there were big signs at check-in telling you what the mAhr limit for checked on batteries was. Never seen those signs anywhere before, though the chinese do like their gadgets.

    If in doubt, carry on.

    I ride cable-free so carry on, but have checked as well. Never an issue with TSA so far.
