    new batteries

    Just got some new 18650's. Better to charge first or use first. 3.7v batteries that are all at 3.80-3.82v. Do I charge to max of 4... Or just run them?

    You can either use'em or charge'em to full capacity (and then use).

    New lithium ion cells are usually shipped only 40% charge. I would personally charge them before use, but it's not strictly necessary.

    I learned a lot with this pages and some others from this web site: Li-ion beave not like NiCd or NiMh
    Good luck with safety concerns. I will use LiFePO4 (A123) later, if I could be a little more rich
