Thin Washer on Hexle - Where Does it Go?

I gave my Ripmo its first good wash today. When I pulled the hexle out and removed the rear wheel, a thin white plastic washer fell on the floor.

I'm guessing it should be positioned against either the outside or inside of the left rear dropout. Anyone know?

Thank you. I wasn't sure if the washer protects the finished or unfinished sides of the dropout. Makes sense since the head spins against the finished side.
