Which seat tube for women's style bike?

I would like to build a fillet brazed version of this frame and I am not sure what I should use for the seat tube. I would tend to just go with a straight gauge 0.035 1 1/8, but I would like to have a 27,2 post. My second thought would be to use a normal external butt seat post with a short section of tube/sleeve over the seat post to reinforce the joint . But I would rather not do that either. Any suggestions?

Use 31.8 straight gauge and a topper (either purchased or machined) for 27.2 post.
