Shimano Triple Front Derailleur For My 9-0-7

OK, so I got my new Shimano XTR triple. I am using an MWOD crank and BB. The only way I can get the derailleur to move out to the outer chain ring is to insert the small black plastic spacer provided with the derailleur behind the round post mount. This is not normal as I understand. There are two plastic spacers provided, one with the derailleur and one with the crank, only to be used if not running an e-type. One for behind the post and the other behind the crank bearing. Again, the only way I could get the derailleur to move out far enough was to utilize the small spacer provided with the derailleur behind the post. It seems like it will be OK but I don't understand why it didnt work without it. Yes I adjusted the stops.

Also with the drive train in the small chain ring X big rear cog gear combo I have about a quarter in clearance between chain and tire.

Should I shim the chain rings back in a little?

What have you guy's done that are running the same gear?
