nimble, agile technical XC frame suggestion for small rider

I'm looking for some suggestions for nimble, agile frame for aggressive technical XC single-track for a small rider 5'4" (long legs/short torso). I prefer very short chain stays, 68.5-69.5 head tube angle range, long top tubes, short stems for agile but not nervous handling

From searching some frames come up, but I don't know the market well or what has been working for others.

-Farley, Blackbrow, RSD, On one fatty?

I love customs and niche companies like the Matter, but for my first am leaning towards cost effective bang/buck. Though please give me any suggestions that come to mind.

    -open to any frame material
-would probably start with suspension corrected rigid fork but frames needs to accommodate suspension fork
-typically like to build the frame from the ground up, though know that complete bikes are better bang/buck.
