How not to lock up your bike

A few days ago I saw what I believe was the aftermath of a bike theft. This was at a public library, and at one of the racks I saw two wheels locked but no frame! From what I could tell, the front and rear wheels were each locked with a U-lock and perhaps a regular cable lock. This was at night so I didn't really take a good look to see if the hubs were quick release ones or not, nor did I want to take a closer look for fear that I might look suspicious. Two scenarios I can think of is that 1.) owner locked only his wheels and the thief stole the frame or 2.) someone locked the wheels and the owner had to take his bike apart leaving the wheels behind.

If scenario 1, the frame must have been of decent quality for it to be stolen.
