    Frustrating but not surprising. One could redo that very article switching 'bike' for 'automobile' and 'Portland' for 'Memphis' (and perhaps many other cities) and it would ring true. The criminal element and their nefarious activities outweigh the number of police so badly that only the most violent of crimes garner serious attention anymore.

    And even then, that's not always true. Google 'Memphis rape kits.'
