    Tashkent authorities banned motorcycles and scooters in 2005 because they were "much more appropriate for [carrying out] an assassination than cars," an Interior Ministry official was quoted as saying at the time.

    pins the latest ban on "lazy" police officers eager to "ease their work." Police, the site explains, are "not capable of catching a cyclist."
    It's like our cops where I'm from. They want to pass a law that requires business owners to set up their own CCTV systems (regardless of business) to be included in their business permit process.
