I have to think you are seeking safety / visibility. In that regard, bright colors are best and multi colors with contrast help but you can achieve that by what you wear including your helmet. Helmet and outerwear are up a bit higher than the bike so the line of vision is a perfect recipe for choosing some strategy. Ideally, different bright colored helmet than the bright outerwear. Contrast helps you from blending in with background form others perspective. Maybe even helps others judge speed and closing distance.

Do some good commuter tires have reflective sidewalls ? I'd consider any advantage I can get if I were 'in traffic' .

Bright neon yellow/orange is best, reflective would be even better. There is reflective spray out there.

I personally think however, that a simple reflective high-viz vest will bring much more than the brightest paint, especially in the dark.

A few strips of reflective tape on your helmet is a very good thing too. Reflectors in wheels can be hidden behind cars if you ride along a row of parked cars, your head is more likely to stick out above the cars and be seen.

So when it comes to frame colours, simply pick the colour you like most
