    Here in VT, you can't throw cr*p or pass like cr*p, but you can still say sh*t.

    HARASSMENT: FOLLOWING TOO CLOSELY, CROWDING,
    AND THROWING OBJECTS.
    The operator of a vehicle shall
    not, in a careless or imprudent manner, approach, pass, or
    maintain speed unnecessarily close to a vulnerable user and an
    occupant of a vehicle shall not throw any object or substance at
    a vulnerable user. 23 VSA 1039(a). Penalty for following too
    closely is 4 points and $27l fine, and for throwing objects is
    4 points and $386 fine

    no vulnerable user law here, unfortunately. I agree with a lot of the comments in that article that taunting is just generally too difficult to prove. maybe if the rider is running a camera at the time. the verbal crap is one thing, and while I'd rather people didn't, I can get over it. the physical intimidation...throwing stuff, passing too closely, using their vehicle in an intimidating fashion, THAT is what vulnerable users need to be protected from. and usually, one or more of those physical aspects is present when the taunting occurs, anyway.

    The undercover guys will video anything beyond "practicable offensiveness" and turn over to local DA. No problem.
