The cheapest I can think of for a pickup bed is the DIY PVC rack.

    PVC Rack

Yep, I made the PVC rack and all the parts and a little paint to make it look better was around $20. I made it to hold 3 bikes for my little Ranger, but you could do 4 or more for around the same price.

This is the one I used, fits perfectly in my F150 bed, and also doubles as a stand in the garage for bikes as well.

    Truck Bike Rack

Very very easy to make and only took about 30 minutes or so.

I mounted two of these on a 2x4, and then secured it into the stake pockets with 2 4" 3/8 toggle bolts. 1 can of black spray paint, looks good, works great.

i just googled bicycle fork mount or something along those lines and that was the cheapest i came up with, you could probably make one yourself also with and old hub and QR skewer

Here's my rack for my pickup (sorry about the bad photo). All I do is slot the front wheel in the gap (the fit is tight enough to hold the bike up) then I just use a ratcheting tie down and wrap it around the bike just below the seat clamp, and tie it across to the other side of the tray. Then I just use a bit of string around the front wheel around one of the bars up front as a safety.

This cost me nothing as I used some fence rail off cuts I had, and works better than any rack I've seen. Although it does look really rough. The right side is set up for a 29er, and the left a 26er. Takes around thirty seconds to fully load and secure the bikes.

I made one for a buddy a while back. We ended up stapling carpeting around the end of the 2x4 to get a snug fit and not scratch up the bed.
