I have never seen this before

This morning in Sierra Azul (Kennedy) I saw a rider with what looked liked an uncut and uncapped steerer tube. It must have been sticking up from the stem a good 5 inches. I think if he fell on the he could die. Amazing.

that'd be my guess as well. You can ride with just the stem super tight. I wouldn't do it though

But I gotta admit, the rider has matching brass ones when he did ride that bike (haha!). His nickname's "Crash" if that tells you anything. He even has a trail named after him. BTW, the headset was pretty loose when we took that pic, but he rode hard anyway. Hardcore...

Reminds me of the practice in some (non-European) countries of leaving the rebars sticking out of the tops of the beams on the roofs of houses, with the intent of building additional upper floors later on.

Perhaps the rider is planning to expand the bike into a tall bike in the coming years. You know; when the kids grow up... (??)
Looking for local rides? You'll find plenty on my website: Bay Area Mountain Bike Rides.
