Bear Gulch Road (San Mateo County)

I'm sure I'm not the only one that thinks San Mateo County should never have given up public access to Bear Gulch Road (West), and Star Hill Road. I know of one poacher, but that's not why I write here today...Is there a legal way, and is anybody asserting the legal access?

Looking at an old Ray Hosler write up and then the linked Road Abandonment Document

...the last page clearly states "Reserving therefrom an easement for a public riding and hiking trail 20 feet in width..."

Has anybody ever heard of this before, and "tested" it? ...with the Locals and/or with the County?

Interesting history. I'd say the county got a pretty good deal.
