    adjusting brakes

i have a hard time adjusting my brakes so the pads aren't touching the rims. a lot of times they get pushed over so it's hard to keep them aligned. is there any way to tighten them up or firm them up at all? i have this bike by the way:

There is a small screw either phillips or allen located on the side near the pivot.
