Cracked ti frame. Do you think its fixable?

A friend is selling a cracked gravel TI frame. The crack is in the seat tube. I was wondering if its fixable (see photo). Apparently some welder told him it is. I plan to use it on an indoor trainer and maybe some city commuting.
    What do u think?

Trainer use I would have no qualms about having someone repair it. If you're going to ride it out in the wild, make sure its someone with experience in bike frames or is a really good welder. Bike tubing is thin.
