    sizing the bike: s,m,l 19",20"?

I am trying to buy a bike for the wife but I don't know how to size the frame. She fits to my small frame 06 cannondale furio x frame. I know the top tube length measurement cannondale uses but it doesn't really match up with other bikes. I always see 19, 20" bikes and I don't know how to convert it to my bikes size. Anybody help?

Generally (depending on the manufacturer) a Small frame will correspond to a 15-16", Medium 17-18", Large 19-20"

You best bet if possible is to have her try a few different bikes to get a good idea of the measurements she needs.
It's like, how much more black could this be? And the answer is none. None more black.

The manufacturers provide the seattube size- the 15", 19", 21"-- they are all the seat tube sizes.

So measure the seat tube size of your Cdale, and then you can compare with other bikes. But nevertheless, you should ask her to test ride as many bikes as possible before finalizing.
