Need help indentifying a cantilever brake part

I am reassmbling the cantilever brakes on my MTB and apparently I misplaced one of the two of these that go on the bike. This piece goes between the spring and the mounts on the fork. They are Dia Compe cantilever brakes.

I went to my LBS to ask if the part is standardized at all (so that I could get a replacement) and they said no. What is the part called and how easy would it be to replace?

Plastic? If so it is just a dust cap. The brake will work without it.

The trouble with common sense is it is no longer common

Yes, it is plastic. I figured it must've served some special purpose as there are four mounts for brake arms but only two of these plastic parts. Thanks for the info .
