Hope Sooper Quick Buckle Question for Helmets

I just bought a bell trespass helmet, real nice btw, and I was wondering...

does the buckle have to be exactly or pretty damn close to the throat/adam's apple area, or can it be on the throat but below the edge of your jaw?

In my case, when the helmet is tightened, the buckle is right below the curve of the right side of my jaw

Why is adjusting derailleurs like rocket science to me?

oh and btw on teh manual it says

Grab the helmet with both hands and twist it left and right. if the helmet fit's right, the skin on the forehead will move as the helmet moves. If id does not, then the helmet is too lose and unsafe for use
    I passed that test

Now grab the helmet with both hands and try to roll it off the helmet completely or so far that it blocks vision or backward far enough to expose the forehead, then it doesn't fit right and it is unsafe.
I passed that test but when i grab the helmet and move it backwards, my forehead is exposed, but I would thin it is impossible to pass that because no matter how hard I tighten everything, my forehead will still show.

Did you get extra pads with your helmet? If you did you can use them to adjust the fit .
