I wear Endura 3/4 Humvees over my bibs in fall and spring. I don't have anything bike specific for winter, so I usually use a pair of softshell pants.

Legging for sure...then you can easily take them off when its gets hot.

I wear 3/4 pants because full-leg pants are too hot for me unless it's extremely cold.
When it's cold and wet around here, I wear those 3/4 yoga pants from the women's section at ROSS (a discount clothing place at our local mall).
I'd a dude but they're just as black and stretchy as "real biker" tights without a chamois, and they're $12 compared to $50+.

I wear them over my liners and under my shorts.

I suse endura singletrack pants late fall. And softshell pants when ts really cold on wintertime.
expensive cars are a waste of money. Expensive bikes...not so much!

Just a suggestion...compression tights under regular baggies, either with or without chamois.
I also have the Endura 3/4 Humvees, and I like them, but I also think there is a benefit to compression. ymmv!
