    Cheap Windproof/Waterproof gear for biking?

I got into a car accident last Friday, so I will have to commute to work 2+ miles away for a while. I have to be at work by 4:30 am and none of my current jackets are suitable for bombing down hills during night at 30 mph in winter. Where I live in Northern NJ there are stores like TJ Maxx and Marshalls that have jackets for anywhere from 1/3rd to 1/2 of retail. I also figure I should shell out extra money for waterproof for adverse weather as well.

I notice those stores have lots of Colombia jackets. What should I look at in a Colombia jacket, Omni-tech, Omni-dry?

Has anyone else bought a jacket from one of those retailers they found suitable for winter biking in Northeastern US?

You could easily go to an Army Surplus store and buy wool/polyester blend undergarments, middle layer, and some type of rain shell. Some wool socks and you should be good down to the 10s F.
