I checked this out last year and took a shortcut on a pair of cheap hightop shoes, trouble is they wouldnt keep my feet warm. I dont think you can get away with something cheap without paying the price, either your feet get cold, or they get wet. The only two shoes I have seen that have been widely distributed are the Lake MXZ300 and the Sidi Storm. The best deal I saw was on the Lake. I think Bikeman was selling them for $155 last year. Perfomance has the Lake for $189, with a 20% off coupon you would be in the same price range. If you do enough research you will see the Lake is the shoe to get.

    I love my Lake MXZ300s.....

They are very well insulated and waterproof, and have held up pretty good for two winters. I get cold feet really easily, and these shoes have kept me warm in the worst conditions. They may be a bit too well-insulated for some people.
My only complaint is that they seem kind of narrow on my average feet.

    walmart bags and duct tape

winterize regular shoes with 2 walmart bags and a few cents of narrow width duct tape and voila, "winter shoes"

recycle those bags and use the saved cash for light weight polypropylene underwear like duofold from campmor

bicycling doesnt have to be expensive.
