    Yes that could work... but is it going to be any better than what you have?

    It will be better than what he has. He will be able to set the sag properly to his weight and it won't be an undampened pogo stick like his current fork. That being said it will still have limitations but his bike has limitations as well.
    Change begins by doing something different.

    If you're planning on installing the fork yourself, be aware that there a few things involved that should only be done with purpose-built tools that are typically only found in a bike shop, including installing the crown race, sizing and cutting the steer tube,and installing the star nut inside the steer tube. Depending on where you are located, all of that labor may exceed $50 at a shop.
