trying to understand bike size/parts compatability

I just got this bike its labeled as a 27.5" size but it has 27.5 x 3.00 oversized wheels and the tires are 27.5 x 2.80. I was wanting to upgrade my forks but ive been reading that plus size wheels affect the clearance and some will fit or i might need to get forks mad to fit a 29" bike but i dont understand why because mesuring from top to bottom of tire it comes out close to 28".Just kind of confused

That's what is known as 27.5+ (sometimes called 650B+ or just 27+ etc). Basically 27.5 rims, generally wide rims, with wider tyres. Most (all?) bikes that come with them will have a fork to accommodate them, so probably "boost" spacing such as 15x110, and a lot of those forks have an arch to fit bigger tyres too.

If you'd like to upgrade your fork then I suspect you have a 27.5 boost fork and will want similar. Before purchasing look up the maximum tyre clearance that it allows, and that it takes the same axle as you currently have.

    What bike is it?

I wouldn't upgrade that bike, just ride it like it is. If anything some 2nd hand parts when the original break might make sense to keep it going, however a new fork for that bike will cost a lot more than the bike cost you.

While it's already been said, don't spend money on it.
You also can't. You aren't going to find a modern fork that will fit that frame and wheel/tire.
