Hope Choosing a good Bike for fully loaded touring

Hi all I am new to the forum and would like to say a warm hello. I am a 17 stone cyclist who wants to tour around the 2014 Tour de France route fully loaded. I will do this to show that being60yrs of age and a victim of cant get a job. It will show there is life in an oldie still! Anyone recommend a good budget bike with strong wheels preferably discs? I don't break speed records only wheels. Many thanks

I would recommend a Surly Long Haul Trucker--it's available with 26" wheels and discs. Smaller wheels = stronger. Plus, the LHT is a pretty stout frame. I assume 17 stone is pretty big?
    RIGID, not "ridged" or "ridgid"
PEDAL, not "peddle." Unless you're selling stuff
