1.5" road tire on 38mm inner rim

Can I possibly fit a 1.5" road tire on a 38mm rim for road biking purposes?

That rim is already just about 1.5" wide, a 38mm rim is more typically used for a 3.0" tire +/- a few tenths either way. Go to the web site of the rim manufacturer, they usually have the range of tire widths a rim is designed to work with listed.

With a tube on the road, I personally would feel ok with a 2.2" tire on an i38 rim. It would flatten the profile a ton and expose the sidewalks to glass and whatnot, but it would probably work. You're better off getting a second wheelset for the road, if possible. If not, get a 2.6-2.8" tire with a fast tread and deal with the compromises.

I'm also inclined to say no, but the real question is, why would you want to run a tire that narrow? There are a ton of 2.1-2.3" tires out there that would be faster than any 1.5" tire, and while not an ideal fit on that rim, they'd certainly be closer.

I think because of the profile/construction of a road tire you can run the tire width to rim width closer than mountain and not get a funny profile. For example I put a 45mm slick on a 30mm rim and it look and handles well. So maybe a tire like a schwalbe Super Moto or Surly ExtraTerrestrial.
