Im a high level cat2 racer and Im wanting to get a set of rollers for training this winter instead of a regular trainer. Im looking at the Cycleops PVC rollers, mostly because of how cheap they are. The only concern i have with them is that they dont have any added resistance, do i need to harden up and spend the money on some with resistance or not? I have a very limited income and need to balance this purchase with a new wheelset, so the cheaper the better.

Thanks in advance for your help

Lower the psi in the tires for more resistance. You can also use a folded towel under a roller for more resistance.

Also, if you're on a budget, search Craigslist. That's what I'm doing. You might just get lucky.
