Tubless tire mounting isssue

Here's the deal- I've converted many other rims to tubeless, mounted etc.... I feel like I'm a capable mechanic.
So, I bought a bike that was already set up tubeless with Vee Rubber Trail Takers mounted and now am trying to get a new tire on.

Basically, I can't get the dang thing to seat onto the rim. I'm using a compressor, plenty of Stan's, and using a mix of dish soap and water in a spray bottle to help.

Nothing is fricken' working. Anybody have any secret?

Rim is a Sunrigle "Equilizer" 650b.

Success-

I ended up putting an inner-tube in, and then inflating it and letting it sit for about 20 minutes. After that, I deflated, removed the tube, and inflated w/o stans. At that point, it took to the rim, so I deflated, barely broke the tire from the rim, put Stan's in, and re-inflated.
