Rear disc brake rubbing on wheel, but just on one part.

I just got a new bike and on the rear tire, the pad is rubbing against the disc, but just on one part of the wheel. Does that mean my tire is not true? I am just learning how to work on bikes myself, so I do not know much about this stuff. Thanks for any help.

Quick release? With a little downward weight on the seat, release and re-secure the wheel to ensure it's properly seated. If that doesn't work you can adjust the calipers. How to adjust disc brakes - YouTube The part of interest for you starts at 5:00
