    Not usually, the 15mm axles aren't included in the weight, for example.

    DT 240S 9mm CL hub 130gms
    DT 240S 15mm TA CL hub 126gms.

    20mm TA hubs are heavier

    It gets complicated. You have to compare the weight of:
    Hub, skewer, and fork
    Hub, thru-axle, and fork

    If the 9mm setup uses a Ti bolt-on skewer it's gonna be lighter. With a steel QR skewer it's gonna be close, but that depends on the fork. This is a pointless exercise anyway cuz QR15 works better and is stiffer. It's worth the extra 10-50g.

    Generally speaking, yes, because the bearings are larger as are the hub shells to hold those bearings, and support the larger thru-axle. Unless you're buying high end hubs (like Hope or DT or Chris King) then chances are you're into the 200g range for a hub to fit a 20mm thru-axle. A 9mm axle QR hub for a similar price level will be a couple ounces lighter.
