when are USA Cycling licenses required?

I've had a USA Cycling license for over a decade to support my past
road racing, but since I've starting doing mountain bike races last
summer I've never had to present it at a race. There's a race in
Williamsburg this year (Fight For Freedom) that says it's a USAC
event, and that you need a USAC license to race Cat 1. I'm currently
a 50+ Cat 2, so that requirement won't affect me, but I'm wondering
if it'd be worth it for me to continue my USAC license, at least for
    this year.

    Thanks in advance.

Evidently it's a new trend to need a USAC license for MTB. As I've been looking at races for 2013, I've noticed a lot of promoters have turned to this for some reason. They usually have one-day licenses, but I think I just read that you can't buy a 1-day license and race cat 1. The rules are vague. Good luck with whatever you do. You also can't use a Road License to race MTB, instead you have to have an add-on or so it seems to be.
Enjoying the trails one pedal stroke at a time...

Just to play it safe, I renewed my road license along with the mtb add-on.
