What's going on with all of the oak trees around here?

I'm in NoVa, over in the Fort Belvoir area and have been seeing the leaves on many of the oak trees rapidly turning brown over the past week or so...is this the dreaded Sudden Oak Death? Whatever it is, it's a damn shame.

    Anyone know what's going on?

    Cicadas..

Here's the response I got from Fort Belvoir:

Thank you for your comment, as it allowed me to learn something, too!
What you describe appears to be 17-year cicada damage. When female cicadas lay their eggs, they kill the tips of the branches in which they deposit them, a condition known as "flagging," and oaks appear to be their favorite types of trees for this. Most of the mature trees should recover, but it could be problematic for some younger trees.
This info was provided by a natural resource specialist working as an arborist for Belvoir's Directorate of Public Works, Environmental and Natural Resource Division.

I think that the year of the cicada is hard on a lot of plants/trees too because all the larva emerging at once in such incredible numbers and while in the ground they feed on the roots getting the sap from the trees.

Are you guys in VA seeing a bunch of cicadas? In the spring it seemed like "they" were saying it was just about a biblical plague coming, but in MD I haven't seen a single one this year.

It was so bad earlier this year in central VA that I would go for a road ride to get away from the sound. It was like a buzzsaw running in your head. From a distance it was OK but not riding right in the middle of them.

We had them last year in the Roanoke area so they I don't think they hit all regions the same year.
