It could really be from any number of custom frame builders. I've got one that is similar that was made by a custom builder down my way (Leo Castellon) in 91. The shape looks a lot like the Ibis ti stem, the way it's ovalized.
One thing that seemed to be a quick country-of-origin determining factor is the wedge. For some reason, most of the USA made stems came with a wedge that was smooth like the one in the photo. Asian sourced stems had a wedge that had a series of grooves down it.

Dont recognize it. Could be anyone's really. Ritchey did offer fillet brazed stems in the late 80s but they were a bit different.
My Landshark bar/stem combo has internal routing like that and kinda looks similar but hard to really differentiate it.
landshark was also from that part of the world back in the 80's. another good possibility. actually i've never seen a fillet brazed curtlo stem but i do have an 83' fillet brazed landshark with a fillet brazed stem with internal cable roughting. i'll dig that bike out and see if there are any similarities.
i do have a fillet brazed ritchey stem and this is definetly not from the same hand. this is much nicer.

AH-HA!!! you win! i crawled into the attic and checked out my 83' bar/stem combo'ed landshark and they were made by the same person. that was'nt so hard was it.

um, well actually i have a Petzl Tikka headlamp that i wear for attic diving.
i have the weight pretty well distributed so i'm not too worried about that yet. i am worried about the hanging pipe in the ceiling garage though. i have hundreds or pounds of saddles, handlebars, frames, and forks hanging from it.
