Judging by the welds and the braze-ons, that frame is a one off. I'll bet it's heavy too.
You can buy tubesets, headtubes, and forged chainstay yolks from a number of different distributors online. You can get full on 6061 aluminum tubesets for $75.
In fact, Doberman uses less than $100 worth of tubing in their Pinscher frame, so they do quite well with a $700 retail. Plus, their overhead is minimized by in house CNC machining of headtubes, bb shells, and chainstay yolks, as well as in house powder coating.
