In theory, ft lb torque is the application of the required number of pounds on a one foot wrench - or the proportional # pounds on a shorter or longer wrench.
You should be able to hang 33 lbs on your wrench at 1 foot from the BB and have the correct torque.
Park site says:
When using the BBT-9, and grabbing the tool about 6-inches (15 cm) from the cup, apply about 60 pounds (27 kilograms) of effort to tighten the cups.
tighten till firm. the tool and force will ramp up quickly when it is set. about 30-35 pounds of force if the wrenchs is a foot long. you can also get the bbt 19. if your torque wrench does not go ccw then use an extension through the bb shell to tighten
